Newsletter for international Higher Education Sector on the update of the Hong Kong Diploma of Secondary Education - Issue 1

Welcome to the third issue of the HKDSE newsletter, which provides information on the progress of the new HKDSE examination being developed by the Hong Kong Examinations and Assessment Authority (HKEAA) to be launched in 2012, when the Hong Kong Certificate of Education Examination (HKCEE) and Hong Kong Advanced Level Examination (HKALE) will then be phased out.

     UCAS Tariff confirmed for HKDSE       

The Hong Kong Diploma of Secondary Education (HKDSE), to be administered in 2012, has made significant progress towards garnering international recognition. The qualification is recognized by the Universities and Colleges Admission Service (UCAS) with 24 HKDSE subjects now included in the UCAS Tariff system.


Under the UCAS system, an overall subject score is awarded to 23 of the HKDSE subjects, except for Mathematics, which carries a unique structure of its own, comprising the compulsory part and the extended part. UCAS tariff scores are allocated to each level, indicating the standard of the HKDSE that is comparable to the GCE A Level and thereby facilitating applications for admissions to universities in the UK.


The UCAS Tariff system is a points system that benchmarks qualifications against the UK's A Level for the purpose of assessing their suitability for higher education in the UK. Currently, 40 different qualifications are included into the UCAS Tariff system.

     Survey on admission requirements       

With the aim of striving for wider recognition, the HKEAA continues to promote the HKDSE qualification to universities and education institutions abroad.

HKEAA representatives will visit the higher education sector in the UK, Canada and Australia to promote the HKDSE, and to exchange views with the universities on admission requirements for HKDSE students in light of the UCAS Tariff.


In Hong Kong the basic entry requirement for admission to publicly funded undergraduate programmes is set at 3322: Level 3 for language subjects and Level 2 for Liberal Studies and Mathematics while the minimum requirement for sub-degree programmes, including associate degrees and higher diplomas, is set at Level 2 for five subjects including Chinese Language and English Language.

Through a survey, the HKEAA will collect further information about the admission requirements of universities in different countries in regard to the HKDSE in order to provide Hong Kong students with more information on the admission policies of universities and colleges worldwide. This information will be made available for the public on the HKEAA website later this year.
